Services available to CALC Members via the County Secretary

CALC offers a range of services to member councils, some provided by the County Secretary, others from the National Association of Local Councils, such as:


The NALC legal service gives detailed advice, at the request of your council, on specific issues relating to legal and financial aspects of local government. NALC also publishes regular briefing notes on changes to legislation, procedural requirements and other issues – many of which are available through County Associations free of charge.


As well as providing policy advice and guidance on all political developments relevant to local government, the NALC policy unit represents the interests of local councils to MPs, AMs, government departments and Ministers. County Associations are kept fully briefed on local government activity at national level so that they are able to give you up to the minute advice on matters that might affect your council.


Local Council Review (LCR) has been the official NALC journal since 1948. LCR offers an invaluable source of news and information to its members as well as providing a nationally recognised forum for the exchange of ideas and best practice in this field. In addition to this, NALC’s Direct Information Service (DIS) provides a regular and indispensable bulletin of news affecting the first tier of local government and other related areas.


NALC recognises that larger local councils have specific needs which may differ from the rest of our membership. Our Larger Local Councils’ Committee provides large councils with a voice in determining the national policies that affect them. The annual Larger Councils Assembly gives members an opportunity to meet colleagues and engage in debate with policy makers from a wide range of bodies including the DETR, the Audit Commission and the LGA.


NALC’s national conference is the UK’s largest local council conference attracting Government Ministers and Chief Executives from other national organisations. Over two days, members have an opportunity to put their questions to key local government players and debate key issues.


Cornwall County Training Partnership - A new training initiative bringing together the CALC with partners from the Society of Local Council Clerks and the Rural Community Council to meet the training needs of councillors and clerks working in Parish and Town Councils across Cornwall.

Specialist conferences and seminars are arranged throughout the year to discuss aspects of major legislation and other developments in the field. NALC staff carry out their training in their areas of expertise at events organised through County Associations and bodies such as the Cheltenham and Gloucester College of Higher Education, and the Society of Local Council Clerks (SLCC).

AQA Local Council Administration Portfolio Certificate - The County Training Partnership is committed to providing training and support for Clerks undertaking the AQA Portfolio Qualification. As part of the Quality Status programme, an AQA qualified clerk is one of the criteria to be met, and the partnership coordinates training and mentoring groups for Clerks undertaking the qualification, more information:

Quality Status
The Government's Quality Status programme encourages and promotes good practice in parish and town councils. In conjunction with the National Association, works to inform and support member councils working to achieve Quality Status.
